Since I am not in Manila, I will answer this from my own perspective. Learning a language for me has nothing to do with the location. Regardless of where you at, if your heart is with it ( which is to learn the language) you will definitely learn about it. I was born and raised in Manila but I learned English at the age of 7. For me, it is always easy to learn Filipino as long as there is someone to talk to you every day using this language. Communication and eagerness is the key.
As I have said, the easiest way is to have atleast one person to talk with everyday. Even just 3hours a day talking with this person, you will surely learn a lot.
