Hello, my name is Rok, born in Slovenia and lived around the globe. Languages are my passion and learning Latin in elementary school helped me to learn romance languages fairly easily and also decode the Slavic languages. I can explain the nuances of the Slovenian language in French, Spanish, Italian, Portuguese, German, Croatian, Serbian, Bosnian, Montenegrin, or English, make structural comparisons between these languages, and Slovenian, and give some heuristic hints on how to learn Slovenian faster. Moreover, as an ex-expat I can easily make a rapport with foreigners living in Slovenia, calibrate the topics of discussion, and bridge the cultural differences, all with the aim of making a language learning interaction as smooth as possible.
No, Ljubljana is by far the best place in Slovenia to learn Slovenian. However, the language itself is not easy to learn, but at least in Ljubljana you are surrounded with a lot of foreigners with similar language-learning aspirations.
It depends on your motivation. Do not be discouraged by locals correcting your attempts to speak Slovenian with them. In reality, they most probably don't speak correct Slovenian either and they might quickly switch to English, which is widely spoken here. Your goal should thus be to functionally navigate with your knowledge of Slovenian in situations, where no other language is useful.
