I am a native English speaker and have practiced speaking with people of varying levels of English fluency through travel. English is fairly easy to learn but that also depends on other languages you speak/your background. The easiest way to learn is through constant practice and finding what works for you and your schedule, which is what I am here to help with! Learning a new language doesn't have to be a boring task that you hate doing- you can make it fun and interesting because when you do you'll find yourself learning even faster!
Since not many people here speak English in daily life like in shops or restaurants (unless it's in an area known to have more tourists), it is harder to practice speaking it on a daily basis which would help someone become fluent faster. Signs, menus and instructions are, most of the time if not always, in Spanish so you may not get to read English as often. But, with the large amount of international students and overall foreigners in Madrid you are more likely to overhear conversations in English (especially in busier places), from people with varying accents and speeds of speaking which is good for getting used to how people speak English on a daily basis.
It all depends on the person and how quickly they want to learn and how much they practice by themselves. I would say a minimum of 4 hours a week but, again, that amount of time can increase or decrease.
