It is a bit difficult to learn English in Madrid. Practice and exposure are essential to learning a new language, and there are few spaces in Madrid where this is available. However, there are English bookstores and language exchanges and coffee shops where you can certainly strike up a conversation with someone in English.
Like I said, exposure and practice! Tutoring is also an essential component of the learning process, even if you took English in school. It is crucial to remind yourself of verb conjugation, grammar, vocabulary, etc so that you can practice correctly when communicating with native English speakers.

I live in Embajadores, but could meet anywhere within a 30 minute metro ride in central Madrid (Malasana, Cuatro Caminos, Acacias, Lavapies, La Latina, Atocha, etc). I also work in Alcala de Henares, and could tutor near there Wednesday, Thursday, and Friday.
