Hello,
I am a Hebrew native speaker and I lived in Israel for 24 years.
Currently, I live in Europe and teaching remotely.
In the past, I was a student in two universties in Israel.
I am teaching a few different subjects and Hebrew is one of them.
In my opinion, learning a language with a teacher can speed up the learning process, making learning more enjoyable experience and can help you clarify where you are standing at the moment.
From my own experience, if you are using a 101 sessions, the commitment is much higher, and you will get the desired results faster.
I would be happy to teach for any purpose, whether if it is immigration, university entrance exams, high school graduation exams, or even just enrich your general knowledge.

Short answer is it depends.
Which language you already know? If you speak arabic or a language that similiar to hebrew, it could be completly different story, If you heard Hebrew as a child it is also another factor to consider.
Is it difficult to learn Hebrew in Jerusalem?
When you live in Israel it makes the learning process much easier, also you hear the native Pronunciation and learn daily exprations in your home enviroment, that's very useful.
