Is English easy to learn?

For a native Hebrew speaker, not necessarily. The writing system is different, other than it being, well, an alphabet. :)
However, I feel like the grammar would indeed be easier as it does not include some "difficult" linguistic features like gendered verbs, infixes, or an Abjad/consonantal root writing system. The only thing that would be inherently hard to learn is how to speak with an accent that is considered standard in English-speaking countries, considering that an accent is typically considered muscle memory of the tongue, and cannot be learnt easily, unless your native tongue already has those sounds (Hebrew phonology differs a lot from English, hence you can easily recognise an Israeli by his accent.)

Is it difficult to learn English in Tel Aviv?

I don't really see why it would be hard in Tel Aviv. There are an abundance of English teachers pretty much everywhere. But it would be hard to find one who speaks English natively, as we tend to be sort of a rare bunch in any part of Israel.
