I am a 30 year old Swede who has lived in Prague for the past 2 years. Throughout my life o have traveled and gotten to know alot of cultures and learnt to communicate with people even with a language barrier. I am by profession a chef and have worked with people from all around the world.
I have also been a teaching assistant and helped people with their conversational English and Swedish through social media where I would do meetups and we would have a conversation in the language they wished to learn.
I think that for czech people English can be a little bit tough to learn because of the big difference in sentence structure and how you build words in czech. But I will teach you to the best of my abilities, and I think the easiest way to learn is through having conversations in English and learning the basic "song" of the language.
From not speaking to having conversational English depends on how much practice you get but I would say roughly 2 years and you can have a good conversation over coffee
