I'm a native speaker in Arabic and German, lived half my life in Yemen and the other half in Germany. I visited schools in both countries so I can speak the high standard German as well as some dialects, mostly berliner, and high Arabic with the dialect of a city called Aden, but I mostly understand and speak other famous dialects, more or less.
I write poems and short stories in both languages as well. So I can not only help with the basics but also on a higher level afterwards. I studied physics so my background is mostly technical.

Frankly yes, but it depends on the person after all.
How much time does it take to learn Arabic in Lisbon?
It's nearly impossible to answer because there is no standardized learning levels like other European languages (A1-C2), but I think some where around 300 hours to be able to communicate. But this is only an estimation.
