It's easier in a big city like Hamburg than elsewhere. There are certainly lots of opportunities to learn English in Hamburg- plenty of group courses on offer, and it's a very international place. However, finding one-on-one contact with native speakers is much harder.
It's easier to learn basic or even usable English than many other languages- there are no gendered articles or strange cases to learn! However, once you progress beyond a basic level, it gets much more complicated than other languages (i.e. German, Russian...) that tend to stick to well defined grammatical or orthographical rules and patterns. English is full of irregularities, oddities and exceptions to the rules- it's what makes it such a rewarding language to learn!
