Learning a new language will always have its struggles, but a language is a tool that can be sharpened by will. As an individual who is currently studying traditional Mandarin, I can tell you: You CAN do it. YOU are what makes learning a new language possible as long as you have the will to do so.
In terms of English teachers' availability, it is quite easy to find English teachers and/or English cram schools in Taichung
It all depends on the students' will to learn, usually. A teacher can only do so much if the student is not willing. So I would say, if the student has the will to learn, it IS easy, it may take a lot of practice, but eventually, it'll become much easier.
