My name is Michael, I moved to Israel from Belgium 4 and a half years ago. Dutch and French are both my native languages. As I grew up in Antwerp, which is the Flemish part of Belgium, I am perfectly bilingual in French and Flemish (Belgian Dutch). I studied my Bachelors Degree in English and have been working many years using it as a main language, therefore my fluency in English.
Flemish is exactly like Dutch, but with softer pronunciation, so I am sure it will be easy and fun for you to learn it.

There is a Dutch community in Tel Aviv, however not as big as the French or American communities. So you might have to find the right persons to practice with. As Dutch is very much like Flemish, you might find some Flemish-speaking Belgians to practice with as well.
Practicing a language is most efficient through immersion, which means to have normal conversations by only speaking this language.
In Tel Aviv, a program called FluenTLV is offering those immersion courses through meet-ups with people from different countries interested to learn another language. Dutch is part of it as far as I know.
Of course, starting off or practicing further with a tutor is always very efficient.
